PCARRD’s Pantas Awardees
The Los Baños-based Philippine Council for Agriculture, Forestry and
Natural Resources Research and Development of the Technology
(DOST-PICCARD) bestows these prestigious awards annually to highly
competent Filipinos and institutions that have contributed
significantly to the advancement of Philippine agriculture, forestry
and natural research and development (R&D).
1977
DIOSCORO L. UMALI ‘52
For his dedicated and pioneering effort in agricultural research,
research management and international program catered to the needs
of the small farmer. His awareness of the plight of small farmers in
Asia positively influenced the direction of the national research
system.
1978
JOSEPH C. MADAMBA ‘52
For his dedication to guide PCARRD toward its goal of making
agriculture a significant contributor to national development.
His extensive experience in research management and development
planning helped PCARRD to become an effective central authority for
coordinating national research efforts in agriculture and natural
resources.
1984
VICENTE B.VALDEPEÑAS Jr. ‘63
For his noteworthy achievement and contribution to national
development in providing proper direction to the country’s economy.
His sheer awareness of the vital role of the agriculture and natural
resources sector to the stability of the national economy with his
sympathetic and positive support to the research community has
profound influence on the much needed national agro-industrial
development.

FLORENTINO O. TESORO ‘56
In recognition of his exemplary leadership and keen administrative
ability in streamlining the research and development program of the
Forest Products Research and Development Institute (FPRDI). His
incisive management of FPRDI has made it an effective institution
for developing and transferring forest product technologies relevant
to small and big entrepreneurs.

EUFEMIO T. RASCO Jr. ‘67b
In recognition of his outstanding contributions to the improvement
of indigenous vegetable crops and to the development of
heat-tolerant white potato varieties and other semi-temperate
vegetables. His dynamic leadership steered multi-disciplinary
efforts towards accessibility to improved seed varieties by small
farmers.
1995
FORTUNATO A. BATTAD ‘54
In recognition of his visionary leadership in steering the Central
Luzon State University (CLSU) toward a more pro-active stance in
responding to national development goals, instilling a sense of
dynamism, innovativeness and development-orientedness into the
University’s R and D agenda. He spearheaded the institutionalization
of CLSU’s centers/programs of national responsibility, the most
significant of which are the water resources management center,
small ruminant research center, carabao upgrading and fresh-water
aquaculture research. In more than 20 years at the helm of different
state colleges and universities, he has demonstrated capability in
developing top-notch research managers and leaders.
